MHA proposes new Chapter K under Article 371 for Ladakh

The Union Ministry of Home Affairs (MHA) has proposed a new constitutional provision, Chapter K under Article 371, to create an elected body with specific legislative powers for the Union Territory (UT) of Ladakh. This proposal comes in response to sustained protests by civil society groups, including the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA), demanding Statehood, tribal status, and constitutional safeguards following the abrogation of Article 370 in 2019, which transformed Ladakh into a UT without a legislature.
