Political demography, the future of democracy

India is currently undergoing a rapid demographic transition, characterized by a declining Total Fertility Rate (the average number of children a woman would have in her lifetime). According to NFHS-5 data, India's fertility rate has fallen to 2.0, which is below the replacement level of 2.1 (the rate at which a population exactly replaces itself from one generation to the next). Consequently, India's current population growth is largely driven by population momentum (a high proportion of people in reproductive age due to past high fertility) and increased life expectancy, rather than rising birth rates. Furthermore, this demographic shift is highly uneven; southern states like Kerala are aging rapidly, while northern states like Uttar Pradesh maintain a much younger median age. As seen globally in countries like South Korea and Japan, simplistic pronatalist rhetoric or financial incentives fail to reverse fertility declines, as family size is deeply intertwined with complex socio-economic factors like female workforce participation, housing costs, and urbanization.

The divergence in population growth rates across Indian states poses a significant challenge to the country's asymmetric federal structure and electoral representation. Under Article 82 of the Constitution, the Delimitation Commission is mandated to readjust territorial constituencies based on recent census figures to uphold the democratic principle of 'one person, one vote'. However, to encourage state-level population control, the 84th Constitutional Amendment Act froze the reapportionment of seats until the first census post-2026. As the freeze nears its expiration, southern states face the paradox of losing political leverage in the national parliament precisely because they successfully implemented progressive socio-economic and family planning policies. This impending delimitation exercise threatens to strain political federalism, requiring innovative constitutional mechanisms to balance proportional representation with the protection of states that have achieved superior development and demographic outcomes.

Demographic realities deeply influence fiscal federalism and the distribution of national resources, particularly through the mandate of the Finance Commission. Aging states will increasingly require specialized economic planning focused on geriatric care, pension liabilities, and healthcare infrastructure, reducing the funds available for capital expenditure. Conversely, youthful states must heavily invest in primary education, skill development, and large-scale job creation to convert their youth bulge into a genuine demographic dividend rather than a demographic disaster. The unevenness of economic opportunity and demographic profiles also drives massive internal migration, recorded at around 45 crore by Census 2011. This fluid movement of labor from surplus to deficit regions complicates state-level welfare delivery, necessitates portable social security nets, and frequently triggers localized political friction over resource allocation and job reservations.
