The geographical scope connects the diplomatic hub of Geneva, Switzerland, situated at the outflow of the Rhône River from Lake Geneva, with active conflict zones: Ukraine in Eastern Europe, bordering the Black Sea, and Sudan in Northeast Africa, situated along the Nile River basin.

Ukraine is a critical global agricultural exporter and holds vast reserves of iron ore and manganese. Sudan is rich in gold, chromium, and petroleum, with its geography dominated by the Nile's hydrological resources, while Geneva is a premier global hub for international diplomacy, finance, and governance.

India's defense exports, which reached ₹23,622 crore in FY 2024-25 to over 100 nations (including the US, France, and Armenia), could face non-tariff barriers if international treaties ban or heavily restrict autonomous systems. Conversely, establishing clear global rules could create a standardized market for compliant, semi-autonomous, and counter-drone technologies, helping India secure its position in the global defense supply chain.

The global push to regulate autonomous weapons systems (AWS) could reshape international defense R&D and capital allocations. For India, which recorded an all-time high defense production of ₹1,50,590 crore in FY 2024-25, strict international regulations may restrict the export potential of AI-driven offensive systems. However, it could also redirect capital toward defensive and counter-UAS (Unmanned Aircraft Systems) technologies, helping sustain the momentum toward India's target of ₹3 lakh crore in defense production by 2029.

The secondary sector, specifically defense manufacturing and aerospace, will face compliance-driven restructuring as private firms and Defence Public Sector Undertakings (DPSUs)—which contributed ₹15,233 crore and ₹8,389 crore respectively to FY 2024-25 exports—align R&D with 'human-in-the-loop' mandates. The tertiary sector, particularly military AI software (a global market projected to reach USD 41.58 billion by 2035), will see increased demand for ethical AI auditing and verification services.

Employment patterns within the defense-tech ecosystem will shift, increasing demand for high-skilled software engineers, AI ethicists, and compliance experts while potentially slowing down pure-play autonomous hardware manufacturing jobs. Supply chains for dual-use electronic components and sensors may face stricter export controls and compliance audits, increasing operational costs for over 16,000 MSMEs active in India's defense supply chain.

Directly threatens the fundamental right to life and human dignity by reducing human beings to mere data points or 'targets' in algorithmic systems. It inflicts severe psychological trauma on civilian populations living under the constant threat of unpredictable, automated aerial and ground attacks, disrupting daily livelihoods and community cohesion.

Violates the fundamental right to life and personal liberty under Article 21 of the Indian Constitution, which encompasses the right to live with dignity. Internationally, it challenges the Geneva Conventions of 1949 and their Additional Protocols, specifically the principles of distinction, proportionality, and military necessity in International Humanitarian Law (IHL).

As a policymaker, the primary ethical conflict is balancing national security and technological readiness against the preservation of human dignity and international humanitarian law. Additionally, there is a severe accountability gap, as delegating life-and-death decisions to algorithms strips away moral agency and makes it impossible to assign clear legal liability for war crimes.

Impact on women, children, the elderly, and persons with disabilities in conflict zones, who are disproportionately vulnerable to algorithmic errors and lack the mobility to escape automated targeting systems. These populations suffer from the absence of human empathy in machine-led combat decisions, which cannot distinguish between combatants and fleeing civilians.
