BRICS nations adopt joint declaration social protection, skills and future of work at Hyderabad meeting

The BRICS grouping, originally conceptualised as an economic bloc of emerging economies, has increasingly expanded its ambit to include shared socio-economic challenges. India's chairship theme—‘Building for Resilience, Innovation, Cooperation and Sustainability’—reflects this evolution. The adoption of the BRICS Labour and Employment Ministers’ Declaration is significant as it demonstrates a unified approach among developing nations (the Global South) to address common challenges like informal employment, automation, and the need for social protection systems. The launch of the BRICS CONNECT initiative positions India as a leader in fostering institutional capacity building and knowledge exchange within the bloc. For UPSC, this highlights India's strategic use of multilateral forums to set the agenda on human capital and future-proofing the workforce, rather than solely focusing on trade and security.

India's assertion of creating a "worker-centric legal framework" refers to the highly anticipated implementation of the Four Labour Codes (which amalgamate 29 complex and overlapping central labour laws). These codes—Wage Code, Industrial Relations Code, Social Security Code, and Occupational Safety, Health and Working Conditions Code—are a major structural reform aimed at improving ease of doing business while attempting to ensure a basic safety net for workers, including those in the growing gig economy. The meeting also underscored India's strategy to leverage its demographic dividend for international labour mobility. The mention of India hosting over 2,100 Global Capability Centres (GCCs) emphasizes the transition from low-end outsourcing to high-value services and knowledge work. Aspirants should analyze the tension between labour flexibility (demanded by industry) and job security/social protection (demanded by labour unions) which the new codes seek to balance.

The focus on women’s workforce participation and social protection in the BRICS declaration is crucial for inclusive growth. In India, the Female Labour Force Participation Rate (FLFPR) has historically been low, though recent data shows marginal improvement. The emphasis on "decent work" aligns with Sustainable Development Goal 8 (Decent Work and Economic Growth). The article highlights the Telangana Overseas Manpower Company (TOMCOM) as a model for transparent international labour mobility.
