The exercise is governed by the Census Act, 1948, which provides the legal framework but crucially does not mandate a strict timeline for conducting the census or publishing its results, a lacuna that permitted the current unprecedented delay. A fundamental constitutional implication of the census is Delimitation – the redrawing of parliamentary and assembly constituency boundaries to ensure equal representation. Article 82 mandates readjustment after every census, but this was frozen until 2026 by the 84th Amendment Act, 2001 to prevent penalizing states with effective population control. The upcoming 2027 census data will therefore be the basis for the highly anticipated and politically sensitive post-2026 delimitation exercise, determining the future distribution of political power across states.

Census data serves as the foundational bedrock for evidence-based policymaking and targeted welfare administration. Without updated data from 2021, the government has been relying on 2011 figures or sample surveys, which may not accurately reflect current realities, leading to potential exclusion errors in schemes like the National Food Security Act (NFSA), 2013. The NFSA coverage ratios are tied to census population figures; outdated data means millions of eligible beneficiaries might be excluded. Furthermore, the decision to include a caste census addresses long-standing demands for empirical data to rationalize affirmative action policies. Current reservation quotas for Other Backward Classes (OBCs) rely on extrapolations from the 1931 census. Robust contemporary data on the socio-economic status of various caste groups is essential for the effective implementation of Article 15(4) and Article 16(4), ensuring that reservations reach the most marginalized segments and withstand judicial scrutiny.

The census is more than a mere headcount; it is a comprehensive repository mapping India's evolving demography, literacy, migration patterns, and socio-economic health. As India navigates a demographic transition characterized by a burgeoning working-age population (demographic dividend), precise data is vital for planning education, healthcare, and employment infrastructure. The delayed census obscures critical trends, such as internal migration patterns accelerated by climate change or economic distress, which are essential for designing resilient urban policies and social security nets for migrant workers.
