EAM Jaishankar holds talks with Russian counterpart Lavrov on bilateral, global issues

The India-Russia bilateral relationship is a cornerstone of Indian foreign policy, characterized by a 'Special and Privileged Strategic Partnership'. This meeting underscores India's commitment to maintaining robust ties with Russia despite Western pressure regarding the Ukraine conflict, demonstrating strategic autonomy (the ability to make independent foreign policy choices unconstrained by alliances). The discussions on 'regional hotspots' like Afghanistan, Iran, and Ukraine highlight India's role as a stakeholder in Eurasian security. The coordination within multilateral forums like the United Nations, Shanghai Cooperation Organisation (SCO), BRICS, and the G20 is crucial. For UPSC, understanding the nuances of this balancing act—maintaining ties with Russia while strengthening relations with the West—is essential. Questions often focus on the historical context of the relationship, its current challenges (like the growing Russia-China axis), and its future trajectory.

The economic dimension of the India-Russia relationship is gaining prominence, moving beyond traditional defence cooperation. The focus on trade, energy, fertilizers, and nuclear cooperation during Mr. Jaishankar's visit highlights efforts to diversify economic ties. The role of the India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation (IRIGC-TEC) is pivotal in identifying new areas of engagement and addressing trade imbalances. The significant increase in Indian imports of discounted Russian crude oil since the Ukraine conflict has been a major economic driver, aiding India in managing its energy security and inflation. For the exam, candidates should be able to analyze the composition of India-Russia trade, the challenges (such as payment mechanisms due to sanctions), and the potential for cooperation in sectors like the Russian Far East and the International North-South Transport Corridor (INSTC).

The timing of this visit is significant, occurring just before the anticipated BRICS summit in New Delhi. This highlights India's proactive role in shaping the agenda of multilateral organizations that represent the Global South. The discussions on Afghanistan and Iran reflect shared concerns regarding regional stability and connectivity. Both nations have vital interests in ensuring a stable Afghanistan to prevent the spillover of terrorism. Furthermore, cooperation on Iran is linked to the development of the Chabahar Port and the INSTC, which are critical for India's access to Central Asia and Russia, bypassing Pakistan. The UPSC exam frequently tests the interplay of these regional dynamics and how they impact India's broader geopolitical objectives, such as its 'Connect Central Asia' policy.
