Nepal’s agony, the Himalayan warning to India

The Himalayan region, encompassing Nepal, India, Bhutan, and others, is a highly fragile and active tectonic zone, making it susceptible to natural disasters like earthquakes and landslides. This inherent vulnerability is exacerbated by climate change, which alters precipitation patterns and accelerates glacier melt, leading to unpredictable events like glacial lake outburst floods (GLOFs). The topography means disasters in upper riparian states like Nepal have cascading downstream impacts in Indian states like Bihar and Uttar Pradesh, often leading to severe flooding. UPSC candidates should understand the interconnected hydrology of the Kosi River and Gandak River basins, which flow from Nepal into India, demonstrating how upstream ecological disturbances directly threaten downstream populations and infrastructure.

The Himalayan ecosystem is facing unprecedented stress due to unplanned development, deforestation, and large-scale infrastructure projects like dams and roads. These activities disrupt the natural drainage systems and weaken the slopes, significantly increasing the frequency and intensity of landslides and flash floods. The article points to the need for a paradigm shift from conventional 'hard engineering' solutions to ecosystem-based disaster risk reduction (Eco-DRR). This involves preserving natural buffers, promoting sustainable land-use practices, and integrating climate risk assessments into all development planning. Understanding the National Mission for Sustaining the Himalayan Ecosystem (NMSHE) is crucial for evaluating India's policy response to these challenges.

Effective disaster management in the Himalayan region requires transboundary cooperation and robust institutional frameworks. Currently, the lack of seamless real-time data sharing on river flows and weather patterns between India and Nepal hampers early warning systems. The Sendai Framework for Disaster Risk Reduction emphasizes the need for international cooperation to build resilience. India's National Disaster Management Authority (NDMA) must collaborate more closely with its regional counterparts. The persistent flooding in Bihar and Assam necessitates a comprehensive review of existing bilateral agreements, focusing on joint flood forecasting, sustainable river basin management, and a shift from disaster relief to proactive risk mitigation strategies.
